The General Directorate of Police has imposed a one-month suspension of employment and salary on the Secretary General of the Federal Police Union (UFP), Víctor Duque, for an incident that occurred with other agents, these on duty, at the Fair of Algeciras in 2018, police sources have informed elDiario.es. Duque refused to identify himself in front of some service colleagues whom he insulted.
A court in the town of Cádiz sentenced Duque to a one-month fine for a crime of disobedience in relation to the same events and now the Police have proceeded to impose the corresponding disciplinary sanction. The incident took place on June 27, 2018 when several national police officers went to a booth at the fair after nine at night. At the door, Duque rebuked the doorman who had not let his son in because he was a minor. The agents tried to calm down the union leader, but he confronted them.
“I am not going to identify myself to you, you are a useless brat. If you want, you can stop me ”, includes the sentence of the Criminal Court number 3 of Algeciras that Duque told the agent in charge. The sentence consisted of a one-month fine at the rate of six euros a day after the legal representation of the UFP general secretary accepted the prosecution’s accusation. “Don’t tell me what I have to do, I know it before you were born. You have no idea who I am, ”adds the ruling issued by Duque.
Once the ruling became final, the disciplinary file was resumed, which concluded with a proposed sanction for serious misconduct. The Police Disciplinary Regime includes as a serious offense, among many other cases, “disobedience to hierarchical superiors or those responsible for the service due to the legitimate orders or instructions given by them, unless they constitute a manifest violation of the legal system”. Serious offenses are punished with between five days and three months of suspension from duties. elDiario.es has contacted Duque, who has declined to comment.
Víctor Duque is charged in another case in the Investigating Court number 32, the alleged embezzlement in relation to the management of the Federal Police Union. The case, which has been in progress since the beginning of 2018, is pending the ratification of an extensive expert report, legal sources report. Despite the accusation and the reason for it, an alleged fraudulent management of the union’s accounts, Duque has continued to lead the organization, which is represented on the Police Council. UFP spokesmen are regulars on television talk shows about events.
In this case of the Court of Instruction number 32 of Madrid, Víctor Duque is accused of having spent money from the union, coming from membership fees and public subsidies, in leading a luxurious life. His Secretary of Organization and Finance, José Manuel Heredia, is also charged.
