Within the framework of the Smart, Inclusive and Sustainable Cities project, an interregional dialogue between Latin America and Asia was held on May 24 and 25, 2022. The meeting on learning and opportunities identified in Latin America, China, India and Europe regarding the introduction of sustainable public transport systems was held through the Economic Commission for Latin America and the Caribbean (ECLAC)the German Institute for Development (DIE)the Observer Research Foundation (ORF)the World Resources Institute (WRI) Y Transformative Urban Mobility Initiative (TUMI)organized jointly and with the German Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ).
Inspired by the framework of the Big Push for Sustainability (GIS), the event focused on the conditions of the Asian and Latin American industry and its possibilities to respond to the demands of sustainable public transport, as well as the challenges and opportunities of financing sustainable public transport systems by cities.
Some considerations and conclusions that were addressed:
- There is a need for transit-oriented urban development public policies
- Two interrelated mechanisms that can bring benefits are: 1) the financing of infrastructure for land value, 2) and the link of public transport with industrial policies to take advantage of economic benefits (job creation and technological innovation) as well as competitive advantages
- Both regions, Latin America and Asia, face common challenges to achieve the required change in sustainable urban mobility policies, so the topics addressed in the dialogue were a relevant contribution to the discussion.
- There are many technological solutions, also in relation to land value capture
- On the road towards the consolidation of sustainable public transport systems there are challenges in terms of policy coordination and integrated solutions
In order to advance in sustainable public transport policies, it is necessary to promote and strengthen regional exchange. In this sense, the cooperation between ECLAC and the DIE, through the Smart, Inclusive and Sustainable Cities project, is convening perspectives from India, Hong Kong, China, Brazil and the Latin American region, to contrast and compare them through studies (for example, the electromobility industry in Brazil), which has turned out to be a good exercise and example of international cooperation to promote sustainable development.
In closing, ECLAC and the DIE agreed on the convergence and complementarity of the studies being carried out by both parties on sustainable means of transport and expressed the importance of maintaining dialogue and mutual feedback within the framework of the Smart, Inclusive and Sustainable Cities project. . From the second phase of said project, which will begin in July 2022, the exchange on industrial policy and sustainable urban mobility between ECLAC and the DIE will add a new approach, circular economy.
