With the beginning of the new year, the Mayor’s Office of Bogotá, by decree, firmly established the new rules of the game for the ‘pico y placa’ that will be in force in the capital from January 10.
Although it will continue to be through the last number of the private vehicle license plate, it will no longer be in the groups known as ‘even’ or ‘odd’.
The document establishes that mobilization on even days will be restricted to vehicles with plates ending in 1, 2, 3, 4 and 5 and on odd days it will apply to plates ending in 6, 7, 8, 9 and 0.

The ‘pico y placa’, in addition, will apply from 6 am to 9 pm
It should be mentioned that during the first 5 business days of the validity of the decree, in case of infraction, they will be imposed pedagogical sanctions, and also during the first 5 business days following the start of each plate rotation.

Keep in mind that after those days of pedagogical sanctions, non-compliance with the measure will lead to the imposition of sanction C14: ‘Transit through restricted sites or at times prohibited by the competent authority’, stipulated in the National Land Traffic Code .
The official decree of the measure also establishes that the ‘beak and plate’ will no longer rotate the plates every four months, as it had been proposed in the first instance.
What will happen is that The measure can be rotated with a 10-day notice to the public. This is an item that previous decrees have had.

“The district administration periodically and according to the studies prepared by the District Mobility Secretariat may establish the applicable rotation for the movement restriction. In this case, the aforementioned administrative act must be published at least 10 calendar days prior to the entry into force of the change, for its correct disclosure and appropriation by the public.“, says article 2 of the decree.
Regarding exceptions, by 2023 all those electric vehicles and those with zero polluting emissions (including hybrids) were excepted, the Presidential Caravan, vehicles for diplomatic or State security use, hearses, emergency vehicles, transportation vehicles for people with disabilities, home public service vehicles, traffic control vehicles and cranes, emission and discharge control vehicles, motorcycles, vehicles assigned by the National Protection Unit, media vehicles, tax authorities, school transportation and automotive teaching.
Likewise, the measure of ‘solidarity pico y placa’ will continue to apply, which consists of people paying to be able to transit those days that are restricted.

The decree also refers to the regional ‘peak and plate’ by means of which the circulation of private vehicles is restricted according to the last digit of the license plate.
