People who can apply for the free passport must meet the following conditions:
-Membership to Sisbén:
be classified at levels 1 or 2 of Sisbén IV.

-Have a certified disability.
-Be over 62 years old.
-Need to leave the country for health, education or work reasons.
-Belong to sports, cultural, artistic, scientific or technological delegations
