Claudia Sheinbaum. Since October 1, Claudia Sheinbaum is the President of the United Mexican States. And, among those intentions, is that of reducing violence. In the “morning conference”, which is the talk with the press in which issues of public interest will be debated, Omar García Harfuch, Secretary of Security, and the president have commented the four pillars of the action plan to fight violence.

Causes. The first is to address the causes, see why young people leave school and combat crime through social policy. For this, she is based on an action plan that she already put in place when she was mayor of Mexico City: “if the young man was not going to school, we would take him. If he does not have a university or a job, we would find him.”

Thus, the intention is that young people have something to do and have training, since this way they are less likely to choose to enter crime. Sheinbaum commented that young people join criminal groups due to lack of economic resources, lack of a social and cultural identity and lack of education or employment, something that the government can address through social policies.

National guard. Within that plan, the idea of ​​consolidating the National Guard also comes into play. With the dismantling of the Federal Police during AMLO’s mandate (due to accusations of corruption and ties to organized crime), the National Guard became the alternative for areas and tasks that the police cannot handle.

It is a controversial organization because they are very present in the streets and there are those who believe that a soldier should not have public order functions, but the new government will maintain its functions stating that there is no militarization and that what they will do is ” take advantage of the capabilities of the Secretary of Defense so that the National Guard is consolidated.”

Intelligence. The idyllic objective of law enforcement is to get ahead of crimes. Sheinbaum and Harfuch consider that it is important that the information is treated in the best possible way to fight against impunity, something that occurs in 90% of crimes in Mexico.

Here, the plan is to fight against security breaches within Mexico’s own infrastructure and “not only react to crimes, but anticipate them through the use of intelligence and the most advanced technological resources,” said Harfuch. The roadmap, according to him, is to “analyze data, identify patterns and understand the dynamics that occur in the areas with the most incidents.”

Coordination. And, to try to bring all this to fruition, the government will create two divisions: the Undersecretary of Intelligence and a Security Academy for police and prosecutors. “Security is a problem that requires shared responsibility and a unified response,” said Harfuch, and one of the first measures will be to mobilize federal authorities to Culiacán, where there is a real battle between the two factions of the Sinaloa cartel after the detention in the United States of Ismael “El Mayo” Zambada.

Among the criticisms of Sheinbaum’s plan to end violence at the national level, there are voices that point out that putting these measures into practice at the local level – what happened in CDMX – is not the same as at the state level, where the security forces security have less influence.
