USS presents its Center for Public Safety Studies


The group’s mission will be to deliver content to the public debate and summoned authorities and professionals specialized in the matter such as Luis Toledo, Felipe Harboe and Jorge Burgos.

Public security and the advance of organized crime have become an important issue in Chile and the world. This is indicated by various opinion polls in our country, which unanimously position the crime as the main concern of Chileans at the end of 2022.

With the aim of contributing to the national debate from the criminal perspective in a complex area such as public safety, the Faculty of Law and Social Sciences of the USS created the Study Center for Action and Prevention in Public Safety and Organized Crime in Chile (CESCRO).

This core, which will depend on the Center for Public Law and Society (PublicUSS), will be focused mainly on topics ranging from the prevention to persecution of crimes, homicides, drug trafficking, work in municipalities, financing and technologies, among others.

The director of PublicUSS and academic of the Faculty, Jaime Abedrapoindicates that with the creation of CESCRO We want to position ourselves as a university that makes a constructive contribution to an issue that has authorities and citizens in the country on alert. Through an observatory, we want to have follow-up and make a permanent treatment of this issue, reporting progress and setbacks”.

The center brought together leading professionals specialized in the field, including Louis Toledo, director of the Specialized Unit for Illicit Drug Trafficking of the National Prosecutor’s Office; Philip Harboe, former Undersecretary of the Interior; Jorge Burgosformer Minister of the Interior, and Pia Greene, former head of the Security division of said ministry.

Also, in the medium term work will be done in a line of continuing education that contemplates courses, diplomas and a Postgraduate area related to these topics.

Workshop: Public Safety and Organized Crime

The presentation of CESCRO USS will have as its initial activity the realization of the first Workshop on Public Safety and Organized Crimewhich will take place on January 11, from 8:30 a.m. to 2:30 p.m., at the Bellavista Campus.

As guests at the inaugural activity are the current Undersecretary for Crime Prevention, Eduardo Vergara; the director of the National Intelligence Agency, Luis Marco; the Anti-Narcotics Prosecutor of Spain, Ignatius of Lucasand the director of the National Unit of the Criminal Analysis System of the National Prosecutor’s Office, Claudio Ramirez.

The senators of the Republic will also be present Matías Walker and Kenneth Pug; the mayors Carolina Leitao (Peñalolén), Rudolf Carter (Florida) and henry fields (Talcahuano); AthenaLab Public Safety researcher, Pilar Lizama; the international analyst, William Holzman; and the UCV Criminal Law professor, Raul Nunez. The activity will be closed by the minister of the Supreme Court and current USS academic adviser, Angela Vivanco.

Meanwhile, those responsible for moderating each of the discussion panels will be the members of CESCRO, Luis Toledo, Felipe Harboe, Jorge Burgos and Pía Greene. “Our objective is deliver permanent inputs for the debate on public safety”, concludes Abedrapo about the mission of CESCRO USS.
