Hamas describes these orders as a form of “pressure” and “psychological terror” against Palestinian citizens.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has said that the Israeli army’s orders to evacuate Gaza City “will only fuel the suffering” of Palestinians, among whom there are already a large number of displaced people.
“OCHA warns that Israel’s order for people to leave Gaza City will only fuel the massive suffering of Palestinian families, many of whom have been repeatedly displaced. Today’s directive follows evacuation orders that have affected several parts of Gaza City in recent days,” the organization said.
He also urged civilians to be protected and their needs met regardless of their decision to comply with the order, and explained that both the UN and its partners on the ground will continue to try to help them “wherever they are”, although he acknowledged that these continuous movements mean that operations must be readjusted “again and again”.
In fact, the humanitarian coordinator for the Occupied Palestinian Territories, Muhamad Hadi, has assured that workers are doing their job despite not being able to deliver the necessary amount of aid, and that both greater funding and a safe environment for these activities are needed.
The World Food Programme has also said the “unpredictable and volatile” situation in the city is limiting its operations at a time when its kitchens are “often the only source of food for families.”
For its part, the Islamic Resistance Movement (Hamas), as it has done on other similar occasions, has claimed that these orders are a form of “pressure” and “psychological terror” against Palestinian citizens, and has launched another warning about the “passages of death”, in reference to the “safe zones” designated by Israel, according to a statement reported by the Palestinian newspaper ‘Filastin’.
“The occupation army is trying to publish some photos of the passage of displaced persons in order to deceive and trick citizens. We welcome the citizens’ steadfastness and their refusal to respond to the threats of the occupation and to the means of pressure and psychological terror practiced by it. (…) We stress that there is no safe place in all the governorates of the Strip from north to south,” the Palestinian group added.
The Israel Defense Forces (IDF) on Wednesday dropped leaflets in Gaza City, in the north of the Strip, calling on “all” residents to leave the town and head towards the center of the enclave, amid the intensification of the offensive against several neighborhoods in recent weeks.
