The Main Intelligence Directorate of Ukraine has assured that the Russian Government allocated more than 58 billion rubles throughout 2023 – around 466 million euros at that time – to finance internal propaganda activities.

According to a statement from the Ukrainian authorities, the Kremlin entrusted these types of activities to supposedly autonomous organizations without direct links to the Russian Government, but which in reality act on behalf of Moscow.

According to the Main Intelligence Directorate of Ukraine, dependent on the Ministry of Defense, these organizations spread their pro-Kremlin propaganda through the Internet, news, movies, series and even video games.

The organizations undertook, in exchange for money from the Kremlin, to form public opinion “loyal to the regime” of Vladimir Putin, justify the Russian invasion of Ukraine and glorify the participation of Russian military personnel in the war.

Thus, Ukrainian Intelligence has concluded that this “increase in the costs of covert propaganda” may indicate a “decrease in the level of trust in traditional media” or that the “Putin dictatorship” is trying to “take control.” In Internet.
