Transforming potential into reality: The importance of legislation to promote decarbonization and technological densification of the productive sector in Latin America and the Caribbean.

The OPCC event in collaboration with the Brazilian Government at the Brazil Pavilion will be dedicated to the expression of the common voice of Latin American and Caribbean parliamentarians at COP29. The event will highlight the OPCC Joint Declaration for COP29, which will discuss the importance of legislative power for green and inclusive productive development. This is a strategic moment for the OPCC and the parliaments present at the 29th Conference of the Parties, with the aim of increasing the visibility of Brazil and the region in relation to the best legislative practices in climate governance and effective legal frameworks, at the doors of COP30 that will take place in Brazil in 2025.

This will be an opportunity to advance the dialogue on the challenges and opportunities of inclusive green productive development from the perspectives of Latin America and the Caribbean (LAC). The Joint Declaration, which will be presented at the event, will address proposals for the development of productive, technological and innovative capacities in the region, recognizing that both Brazil and other LAC countries have vast natural resources and technical skills that can not only generate solutions sustainable and low carbon, but also trigger a major push towards a more productive, inclusive and sustainable future in the region. To translate this potential into reality, it is essential to implement innovative legislation that promotes technological advancement and the development of

capabilities in sustainable production chains, enabling, on the one hand, the decarbonization and sustainability of the productive sector, and, on the other hand, promoting competitiveness, productivity, job creation, among other socioeconomic co-benefits associated with a new development style.

Building this new development model requires a legislative apparatus that encourages investments in strategic areas. This will maximize positive social, economic and environmental impacts while minimizing adverse risks and impacts. Investments in strategic sectors, such as renewable energy, bioeconomy and sustainable agriculture, resilient infrastructure and protection of biodiversity, as well as in science, technology and innovation, are crucial to ensure the reduction of greenhouse gas emissions, create jobs, generate income and increase competitiveness by expanding national production of sustainable solutions.

The OPCC side event in the Brazil Pavilion will be essential to advance COP29 discussions on opportunities for inclusive green productive development in LAC, with special emphasis on opportunities for regional integration as a strategy to strengthen local productive chains and the adoption of new technologies in the region.

The event will feature the presentation of recognized experts in green productive development, who will discuss the implications of this model based on the adoption of clean technologies, the efficient use of natural resources and the minimization of waste, which also implies changes in patterns. consumption and production and in labor markets.
