This cooperation initiative seeks to strengthen the member states of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) in the field of fiscal, social and industrial policy with a view to effectively designing an economic reactivation transformative in the long term after the COVID-19 pandemic.
The project reinforces the advisory offer of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) in the areas of fiscal, social and industrial policy, betting on three different approaches: On the one hand, the skills of the expert and managerial staff through training and exchange of experiences on good practices. On the other hand, the project advises ECLAC in its work with certain ministries and authorities of the different Member States. Complementarily, strategic partnerships are created between the political sphere, civil society, the private sector and the scientific community and synergistic potentials are exploited.
Aligned with the ECLAC strategy “The 2030 Agenda and the SDGs”, it specifically contributes to the SDGs (1) “No poverty”, (3) “Health and well-being”, (4) “Quality education”, ( 6) “Clean water and sanitation”, (7) “Affordable and clean energy”, (8) “Decent work and economic growth”, (10) “Reduction of inequalities”, (12) “Sustainable production and consumption” , (16) “Peace, justice and strong institutions” and (17) “Partnerships to achieve the objectives”

Fiscal policy: The aim is to strengthen the fiscal policy capacity of ECLAC Member States in the medium and long term to finance the increase in public spending needs and promote sustainable fiscal policies. In order to sensitize the representatives of the countries on these issues, thus generating the political will to initiate processes of change to strengthen sustainable fiscal policies in the medium and long term, accompanied by the advice of experts from ECLAC, Analyzes and recommendations are prepared and disseminated, which are presented and debated in the framework of high-level international seminars.
social policy:
Strengthening the capacity of ECLAC member States to design universal social protection measures that help overcome the socioeconomic consequences of the pandemic represents a fundamental challenge for the fight against poverty and the promotion of social peace – not only in the face of recent crisis, but also to be prepared for possible future crises. To this end, raising the awareness of country representatives about the importance of the different instruments and measures that seek to expand social protection systems towards a universality approach is essential. Through analysis, intra- and interregional exchange of experiences, and discussion of recommendations, the aim is to stimulate and advance this debate.
Industrial policy:
The COVID-19 crisis has shown that it is urgent to change the dominant patterns of production, distribution and consumption, specifically given the structural challenges facing the region, where a high dependence on the export of raw materials has hindered a more diversified and resilient. Through specific initiatives that seek to incorporate innovative elements with a transformative vision in the medium and long term, it seeks to demonstrate that the economic recovery to overcome the COVID-19 crisis can be accompanied by a “Big Push for Sustainability”. for Sustainability).
