According to Secretary of State Anthony Blinken, the United States is designating 15 people and entities that participated in the illicit sale and shipment of Iranian oil, petroleum products, and petrochemicals. As he explained, these entities, located in Iran, Vietnam, Singapore, the United Arab Emirates (UAE) and Hong Kong, “have supported the Iranian energy trade generating millions of dollars in illicit income.”

The State Department is designating a Vietnam-based entity, Truong Phat Loc Shipping Trading JSC, for being involved in shipping petroleum products from Iran. This is because Truong Phat Loc Shipping Trading JSC served as the commercial and technical manager of a vessel carrying Iranian oil products.

The Department also identified a Singapore-based entity, Everwin Ship Management Pte. Ltd., which is engaged in the transportation of Iranian petroleum products. Everwin Ship Management Pte. Ltd. served as technical manager for a vessel carrying Iranian petroleum products.

In addition, the State Department listed three Iran-based entities, Zagros Tarabaran-E Arya, Persian Gulf Star Oil Company, and East Ocean Rashin Shipping Co. Ltd., as having engaged in the sale and/or shipment of petroleum products. to Iran.

Regarding Zagros Tarabaran-E Arya, it is a carrier of Iranian oil products, while Persian Gulf Star Oil Company is the largest producer of gas condensate in Iran and as such is directly involved in the production of Iranian oil products. For its part, East Ocean Rashin Shipping Co. Ltd. is a port agent and cargo agent for Iranian petroleum products and petrochemicals.

These actions are being taken pursuant to Executive Order 13846.

In addition, the Treasury Department is designating eight entities and two individuals located in Iran, Hong Kong, and the United Arab Emirates, supporting the continued participation of Naftiran Intertrade Company, Iran Petrochemical Company, Persian Gulf Petrochemical Industry Commercial Company, Triliance, and Behran Oil. in the sale of Iranian oil and petroleum products abroad.

Blinken stated that the United States has been sincere and firm in seeking a path of meaningful diplomacy to achieve a mutual return to the full implementation of the Joint Comprehensive Plan of Action (JCPOA) and clarified that: “It is Iran that, to date, , has failed to demonstrate a similar commitment on that path. Absent a change of course by Iran, we will continue to use our sanctions authorities to target Iran’s exports of oil, petroleum products, and petrochemicals.”
