DiCarlo explained that Pyongyang has “actively worked to acquire new military capabilities” and that this year it has launched an intercontinental ballistic missile, four intermediate-range ballistic missiles and several short-range missiles. “We believe that Moscow will be more reluctant not only to criticize Pyongyang’s development of nuclear weapons, but also to further impede the passage of sanctions or resolutions condemning North Korea’s destabilizing behavior, as we have already seen.
