Peruvian President Dina Bolaurte will travel to the United States in November to receive the presidency of the Asia-Pacific Economic Cooperation Forum (APEC), which will be based in Peru in 2024, Prime Minister Alberto Otárola reported on Friday. During her visit, she will govern remotely.
Boluarte has not been able to attend summits or meetings abroad since he lacks a vice president and the Peruvian constitution does not provide for whom to leave power while the president is abroad when there is no “number two.” Boluarte was the vice president of the ousted Pedro Castillo before taking office as president in December.
But the Peruvian parliament on Wednesday approved a law that will allow Boluarte to travel abroad and govern remotely. The norm indicates that the president, in case of not having a vice president, remains in office from abroad “using digital technologies” which must necessarily have a security mechanism.
“Of course, President Boluarte will go personally to collect this order,” Otárola told the state news agency Andina, referring to the transfer of the presidency that the United States will make at the leaders’ summit to be held in San Francisco in November.
The member countries of APEC are Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Taiwan, Thailand, United States and Vietnam.
In 2024, Peru will host APEC for the third time after the 2008 and 2016 meetings held in Lima. Unlike previous editions, Boluarte said in May that the 2024 summit will be in Cusco, the capital of the Incas and located in the southern Andes.
APEC members represent nearly four in 10 people and nearly half of world trade. Much of APEC’s work is technical and is carried out by senior officials in areas such as trade, tourism, health, food, security, small and medium-sized enterprises, and women’s training.
