The new decree, issued by the Presidency of the Republic and supported by articles 89, section I, and 131 of the Political Constitution of the United Mexican States, seeks to establish measures that promote and protect the national production of white corn. This decision is based on the Organic Law of the Federal Public Administration, the Foreign Trade Law and the Customs Law.
AMLO restores a 50% tariff on white corn imports
The first article of the decree announces the elimination of tariff fraction 1005.90.04, which was contemplated in the “Decree by which the payment of import tariff is exempted and administrative facilities are granted to various merchandise of the basic basket and consumption basic of families. This measure was published in the Official Gazette of the Federation on January 6, 2023 and will now be abolished.
The second article of the decree establishes a temporary modification in the tariffs of the tariff section 10.05 of the Tariff of the Law of General Import and Export Taxes. This tariff fraction corresponds to corn in general, while 1005.90.04 refers specifically to white corn (flour).
With the modification, an import tariff quota of 50% per kilogram of white corn and an export tariff quota of 50% per kilogram of the same product are established. The main objective behind this measure is to protect and strengthen national agriculture, especially in the white corn sector.
This new decree will enter into force the day after its publication in the Official Gazette of the Federation, and will apply until December 31, 2023.
