The judge in the Koldo case, Ismael Moreno, investigates the granting by the Information Service of the Civil Guard (SGIC) of a medal to businessman Víctor Aldama, considered by the armed institute itself the “corrupting nexus” of, among others, the former Minister of Transportation José Luis Ábalos. At the request of the Hazteoir prosecution, the magistrate has asked the Civil Guard to provide “the file of the granting of the Order of Merit of the Civil Guard to Víctor Gonzalo de Aldama Delgado”, according to a document to which he has had access elDiario.es.
The medal for Aldama was unveiled by the businessman himself during his voluntary statement at the National Court, prior to his release. Later, this Monday, the chief colonel of the Central Foreign Information Unit (UCE-2) acknowledged his concession and explained that it had been proposed to him by Commander Rubén Villalba, his subordinate and accused of being allegedly in the pay of the plot. .
Previously, the newspaper El Mundo had published a video of the medal awarding ceremony. In the speech of Colonel Vázquez, head of UCE-2, he thanks Aldama for his contribution to the unit’s activity. The businessman had told the judge that he even bought a drone for UCE-2. Another photo published in El Mundo shows that Aldama attended a hunt with Colonel Vázquez, currently a witness in the case, along with the CIA and FBI delegates in Madrid. Aldama would have paid for the hunt at the colonel’s wish to ingratiate himself with the foreign services.
Likewise, Judge Ismael Moreno investigates how the commander of the Civil Guard Rubén Villalba, accused of being in the pay of the corruption plot, managed, in the midst of the investigations, to be assigned as Interior attaché of the Spanish Embassy in Venezuela. In the same order, the magistrate requests the Ministry of the Interior to provide “the complete file of Rubén Villalba Carnerero regarding his appointment as attaché of the Spanish Embassy in Venezuela.”
Vázquez said that it is not the Civil Guard who decides these destinations and that Villalba’s intention was to work in a “nice” place because he does not have his family in Madrid either. It is the appointments commission of the Ministry of the Interior that finally decides, but as happened in this case, it is the general director of each Corps who proposes. The former director of the Civil Guard Leonardo Marcos read the recommendation to Rubén before the commission.
elDiario.es revealed one of the documents that now accuses the judge. These are the minutes of the commission on foreign assignments of the Ministry of the Interior, chaired by the Secretary of State for Security, Rafael Pérez. That record shows how the former director of the Civil Guard proposed Rubén Villalba among other Civil Guard candidates.
That meeting with the number two of the Interior was held on September 12, 2023 to select the applicants who would go to free destinations in the embassies. At that meeting, of the six candidates to occupy the position in the Interior Attaché Office at the Venezuelan Embassy, in front of those present the former director of the Civil Guard proposed the name of Rubén, of which he described his merits.
“In the aforementioned positions, he has carried out various command and management, intelligence and training functions, as well as source management, behavioral analysis and other operational and technical tasks within the scope of the Information and Intelligence Headquarters,” the then director of the Civil Guard. The commission, chaired by the Secretary of State for Security, Rafael Pérez, agreed to grant him the assignment, to which the accused today would join months later.
