The energy saving and efficiency plan of the Government continues to create controversy two weeks after its approval. The obligation not to lower the air conditioning of the 27 degreesthe requirement of automatic door locks or the imposition of placing explanatory posters of the measures they sting among the affected companies. A private sector that, for the time being, is getting rid of this savings plan in the rest of Europe.
Germany, one of the countries hardest hit in terms of energy after the Russian invasion of Ukraine, is committed to raising public awareness and for administrations to set an example. The main German cities the lights of the main tourist attraction areas have been turned off since the end of Julysuch as monuments and statues. But there is no obligation for the private sector. As an example, member states could require selective reduction of heating and cooling in buildings managed by public authorities”, explains the statement dated July 20.
France works on its contingency plan. Emmanuel Macron’s team, unlike Moncloa, has gone on vacation without announcing its measures and its tourist businesses operate during the high season without energy limitations. Although everything indicates that, on his return, he will approve specific recommendations for establishments open to the public. Another of the European neighbors, Portugal, is limited to the recommendations of the European Commission. According to sources from the Portuguese Government to the EFE Agency, the savings plan they are preparing will include measures to limit consumption in Public Administration buildings and an awareness campaign for families and businesses. Its roadmap “will be presented shortly”, although it is still unknown if it will finally affect the private sector as it happens in its Iberian neighbor.
The Government will expand its plan
While the rest of the neighboring countries finalize their plan, the Government is already advancing that this package of energy saving and efficiency measures will be extended before the fall. The First Vice President and Minister of Economic Affairs, Nadia Calviñoassured a day after its approval that in September they will take “additional measures” to deepen energy saving and efficiency in line with the rest of European countries.
To date, the Executive will maintain in force limiting heating and cooling temperatures to 19 and 27 degrees, respectively. His estimate is that each degree in which the temperature is reduced generates a saving of 7% of consumption. Moncloa will also continue with the obligation to automatic door locks. A requirement that since last August 1 also affects buildings and premises that are air-conditioned with renewable energy, which until now were exempt from these obligations.
The third leg of the measures required of these premises and buildings is that include explanatory signs of mandatory saving measures, in which they can also include other measures they are taking to reduce energy consumption.
Finally, the Government obliges businesses to carry out the following energy efficiency inspection in those buildings obliged to do so whose last inspection is prior to January 1, 2021. In this way, they seek that, at the end of 2022, all buildings with a relevant consumption of air conditioning will have undergone an inspection of this type in the last two years. A plan that must be applied by both public administration buildings and companies in the service sector.
