On October 11, the Government approved the publication of thePlan + Energy SecurityA package of 73 measures to protect the population against the price crisis caused by the war in Ukraine. An extensive program that included, among other data, those of the Bruegel Centera ‘think thank’ of which Spain is a member and which has applauded the measures adopted by the Government in energy matters.

The Executive announces the sending of 209,179 euros to this ‘think tank’ based in Brussels two weeks after publishing its energy plan. Through the Ministry of Economic Affairs, The Government contributes this amount to the Bruegel Center, which is the one that “corresponds to the year 2022”. Sources close to the Government point out that all the large European economies also participate in Bruegel, as is the case with United Kingdom, Germany, Italy, Holland or France and that he is considered one of the “best ‘think tanks’ in the world”.

One of his recent investigations, published in August 2022 and titled: National policies to shield consumers from rising energy prices, is the one that the Government has used to ‘applaud’ itself in the presentation of its energy plan. This report places Spain as the fifth EU economy with the largest volume of funds has aimed at reducing the energy bill of its consumers in absolute terms.

Specific, Bruegel identifies that between September 2021 and July 2022, the Government has committed to mobilizing an effort of 27,300 million euros for this purpose, which corresponds to 2.3% of GDP. These researchers carry out their work thanks to the annual subscriptions of their members, which are contributions to core funding, rather than individual projects or research areas. All corporate members contribute the same amount: 50,000 euros per year. Some corporations among which appear Iberdrola, Enel, Banco Santander, BBVA, Google or Apple.

The contributions of the countries that are integrated into the ‘think tank’ depend on the size of the country and its economy. Spain maintains a contribution requirement of around 200,000 euros per year. Based in Brussels, Bruegel was created in 2005 at the impulse of the Member States of the European Union (mainly France and Germany) to have a center with “independent ideas” that would “improve European policies”.

Reminds the Government of its use of gas

The reports of this study center are among the most respected by the members of the European Union and the United Kingdom. And in the current energy crisis, your data is highly regarded in the industry. In addition to analyzing the energy policies of each country in the threat of Russia, as reported by VozpópuliBruegel’s latest research highlighted the different solutions of the European powers to tackle the problems of electricity production that have been experienced in this 2022.

The experts’ data is that gas and coal have become the main resource to produce electricity in countries because nuclear, sun, water and wind have not come to the rescue of the members of the European Union in full threat of Putin.

With Spain as a clear example in the increase in the use of gas. 68.7% of the entire increase in generation with gas produced in Europe comes from the Spanish market. Until the month of September, Spanish producers have produced a total of 15.54 terawatt-hours (TWh) more electricity with gas due also to the needs of France, which has gone from selling to buying electricity from its neighbor to the south.

This ‘think tank’, of which Spain is a member, highlights that electricity production in Spanish territory is the one that has increased its use of gas the most, 7% growth. An alternative that does not convince the Government as it is a CO2 emitter but, as Bruegel’s data highlights, they have served to ensure its electricity supply.
