Last week, the Budget project was filed with which the Mayor’s Office of Bogotá presented its income and expense accounts for 2025 and with this began one of the procedures that each year attracts the attention of the economic authorities in the country, since defines how the capital will be in terms of money and the financing of strategic projects and works that are developed in the 20 locations.
The person in charge of presenting the project was the Secretary of the Treasury, Ana María Cadena, who met with the councilors of the commission in charge of these issues in the district council. Thus, there are $38.4 billion projected for next year, which according to the District, go hand in hand with the ‘Bogotá walks safely’ development plan.

“Our accounts represent an increase of 14% compared to 2024 and this increase will allow the city to advance in three priority axes such as security, economic reactivation and climate action. In addition, this budget will guarantee the levels of social investment achieved during the pandemic,” Cadena said.
As explained by the Treasury, the budget increase in security will be 43%, while the Secretariats of Habitat and Economic Development, which lead the economic reactivation, will receive increases of 41% and 39%, respectively. Which for them will be possible thanks to the austerity measures adopted since the beginning of this year, which have allowed the District’s operating expenses to drop.
“We have to control very well operating expenses, which are growing less, and even debt service, which is decreasing. Here, the big winner is investment, which grew by 15%, while operations grow by only 10% and debt service falls by 2.6%,” said Ana María Cadena.
Five priorities
According to what was explained by the Ministry of Finance, next year’s expenses will focus on investment, mainly on five fronts that have been classified as priorities by Mayor Carlos Fernando Galán, with a view to meeting the requirements and demands of the capital’s residents. .
Firstly, as stated, they will seek to strengthen security, justice and coexistence citizen, for which they aim to expand the coverage of the video surveillance system for the city, the contracting of District Prison II and the delivery of the North URI. The Official Fire Department will also be strengthened with new infrastructure and equipment.

“This budget guarantees that the important increases in social investment, which emerged during the pandemic, are maintained and that this city sends a message of having increased social spending significantly at the time of the greatest shock of poverty that the city, the country, experienced. and the world,” they noted.
On the other hand, there is the economic reactivation, a point at which they estimate that in 2025 a total of 24,240 subsidies will be delivered, managed by the Habitat Secretariat, and 32,000 new job placements will be achieved, with priority for women and young people. Additionally, they will hire and Different infrastructure works will begin in health, education, culture, recreation and sports.
“Maintaining these levels of investment is a very important message, not that we are sacrificing one thing for another, but that we are making efforts to grow in all the fields that Bogotá needs,” Cadena said.
With the resources of the District Budget for 2025, the Ministry of Finance It is expected that 480 work fronts will be opened or reinforced, highlighting projects such as the public space associated with Regiotram, the structuring of the aerial cable to La Calera and the management of land for the Potosí aerial cable.
“696 hectares of protected areas such as the eastern hills and wetlands will also be restored. It is also expected to begin the restoration of more than 1,000 hectares in the strategic basins that supply water to Bogotá, as well as intervene in 4 urban forests,” they explained.
Finally, they stated that this money will help guarantee school access and permanence, in addition to generating 5,900 new places for Youth to E, plus the permanence of 32,000 from previous cohorts. Monetary transfers will be delivered to 300,000 families in poverty, and comprehensive care will be provided to populations vulnerable such as children, older adults, homeless people and the LGBTI+ population, among others.
