The records carried out on the commission agent Alberto Luceño continue to yield data that outlines an alleged professional fraudster. In a new police report, to which elDiario.es has had access, new falsified cards appear with which he intended to pass himself off as a member of the Information services and also of the Armed Forces. In one of them, Luceño wears a tie and beret, pretending to be an active captain of the Army.
The Luceño mask commissioner identifies himself as a “security advisor” on his “entirely false” CNI card

In addition to the Ministry of Defense card, the Police found on September 13, 2022, at Luceño’s home in Pozuelo de Alarcón (Madrid), a false card from the National Intelligence Center (CNI), another from a security adviser to the Department of National Security – a body of the Presidency of the Government – and a plaque as an honorary member of the National Police Corps, all of them equally false.
In this new report, which the Police forwarded to the Anti-Corruption Prosecutor’s Office and is dated April 14, 2023, the agents reveal that they also found documentation related to the previous one in the registry of the Takamaka headquarters, the company that Luceño used for the Investigated operation of sale of sanitary material to the Madrid City Council in the midst of a pandemic.
On an external hard drive, Luceño kept a three-page document with the CNI logo that reads “What? Who does the CNI report to? Who does the CNI report to? “Furthermore – the report continues – there is an organizational chart related to the defense of the State, headed by the figure of ‘President of the Government’ on which the ‘Ministry of Defense’ depends”.
“The second page, headed by the logo of the Department of Homeland Security, contains information about it about the National Security Council, again containing an organization chart about the latter, which describes its composition, appearing surrounded by a red circle the figure of the ‘Secretary of State for Security-Director of the National Intelligence Center’, continues the report. These two pages seem to be accessible on the web of the organizations.
The third page, he concludes, contains five sections “with various aspects related to the identification of the agency’s agents”, regarding how they should act, from whom they can receive support or how they camouflage their affiliation to the secret service.
The Madrid judge who was investigating the commission agents Alberto Luceño and Luis Medina proposes to try them for the alleged fraud against the Madrid City Council in the sale of medical supplies in the first weeks of the pandemic in 2020. The head of the Madrid Investigating Court 47 has issued an order to pass to the abbreviated procedure, which is prior to the opening of the oral trial, in which the crimes of fraud and falsification of a commercial document are attributed to both of them. Luceño is also charged with the crime of falsifying a public document – in relation to all the false official documents described in this information – and a tax crime.
