If there is something that often shocks, it is how the copy/paste has done a lot of damage and that is what is sometimes obvious. It should draw the colors to more than one and more when it comes to the Congress of Deputies in Spain.

In a public document in which the Congress of Deputies publishes the contest for different companies to participate, it reflects what are the needs to have new smartphones, we clearly see a copy and paste from Apple and Samsung websites.

This makes it clear that there are no requirements to meet and for which there may be different options on the market, simply demand in a veiled way two devices in question. It is suggested that what should be a contest with a certain freedom of device, is guided towards a single solution in each case.

In this contest you can read: “The bidding companies must detail in their offers the complete characteristics of said terminal (brand, model, processor, part number, color, memory, etc.), as well as the accessories (charger, headphones, screen protector and cover).

In the document (you can see the PDF here) put on record the need for two types of smartphones for Deputies, leaving no room for doubt about which models they are talking about.

The Profile 1 needs:

State-of-the-art device available from the manufacturer, equipped with a charger with the corresponding connection cable and wired headphones, both original, as well as a transparent protective cover and with the following characteristics:

  • High-end terminal.
  • Operating system iOS 15 or higher.
  • Capacity: 512GB.
  • Super Retina XD display.
  • 6.06-inch OLED display (minimum 6.1-inch and maximum 6.3-inch full-rectangle size).
  • Resolution of 2,532 x 1,170 pixels at 460 ppi.
  • 1,000 nits brightness (typ. 1,200 in HDR).
  • Oleophobic anti-fingerprint cover.
  • IP68 rating, in accordance with IEC 60529.
  • A15 Bionic chip.
  • 5 core GPU.
  • 12 Mpx dual camera with wide angle and ultra wide angle.
  • Optical Zoom Range x6.
  • HEIF and JPEG image capture.
  • Video recording in 4K up to 60 f/s.
  • face recognition.
  • LIDAR Scanner.
  • Network connectivity:
  • 5G, FDD‑ LTE, TD‑ LTE, UMTS/HSPA+/DC‑ HSDPA and GSM/EDGE.
  • WiFi 802.11ax.
  • Bluetooth 5.0
  • NFC with reading mode.
  • Geolocation: GPS, GLONASS, Galileo, QZSS and BeiDou.
  • FaceTime video calls via WiFi or mobile network.
  • Voice calls via WiFi.

As we can see, the features that we leave in bold make it clear that we are talking about an iPhone because it needs to run iOS 15 or higher and FaceTime video calls.

The Super Retina display makes it clear again that it’s an iPhone as does the A15 Bionic chip. If we stop to see that it has a LIDAR scanner and the screen size, we are facing either the iPhone 13 Pro.

Of these models would be nothing less than 550 new units, with covers, headphones and chargers. We are talking about a unit cost of almost 1,500 euros for the entire pack. Total, approximately 825,000 euros.

Needs Profile 2:

Devices of recent appearance on the market (year 2022), equipped with a charger with the corresponding connection cable and wired headphones, both original, as well as a transparent protective cover and with the following characteristics:

  • Mid-range business terminal.
  • Android 12 or higher operating system.
  • Processor Exynos 1280or the equivalent.
  • Capacity: 128 GB internal memory.
  • OLED or AMOLED screen of a minimum of 6.1 inches and a maximum of 6.5 inches (full rectangle)
  • 1080 x 2400 resolution.
  • brightness of 800 nits (1,200 in HDR).
  • Protection IP67.
  • 32 MP front camera.
  • Main camera (multiple resolution) 64 Mpx.
  • Video recording in 4K up to 30 f/s.
  • Network connectivity:
  • 5G Sub6 FDD, 5G Sub6 TDD, 4G FDD‑LTE, TD‑LTE, 3G WCDMA, 2G GSM
  • WiFi 802.11 a/b/g/n/ac.
  • Bluetooth 5.0
  • NFC with reading mode.
  • Geolocation: GPS, GLONASS, Galileo, QZSS and BeiDou.
  • Vo-WiFi support
  • Native mail client with support for S/MIME
  • Compatibility with Google Pay and SamsungPay.

Here we have also put the highlights in bold and what shows that we are talking about a Samsung mobile (compatible with Samsung Pay), with that processor, IP67 and a 6.5-inch screen with that brightness. They are talking about the Galaxy A53 5G that we already analyzed at Computerhoy.

As we see at an official price of 429 euros plus the price of a case and charger plus headphones, we can round it up to 500 euros which, being 275 units, gives an approximate total of €137,500.

The document records the updates that are required, replacement, warranty and support of the required device management system.

In short, our honorable Members are demanding their new iPhone 13 Proand it would not be surprising that iPhone 14 Pro are no longer required, which are more modern, and expensive in addition to coming with iOS 16 as standard instead of having to update the terminals.

Simply holding a contest demanding exclusive features is handpicking which device they want.

Instead they should either create a completely free contest in which the brand and model are not asked of each company as if there were more choices available. Or a contest clearly stating what models are required and not doing it in a veiled way.
