The delivery of titles would have been carried out prior to the federal government issuing by Decree the disappearance of the IFT.
However, although the extinction of the autonomous organizations was published on December 20 in the Official Gazette of the Federation (DOF), in the case of the IFT it has not yet taken effect. The Institute will continue to operate until secondary laws are issued that will allow its powers to be sent to the decentralized entity, which will be attached to the Ministry of Economy and the Digital Transformation and Telecommunications Agencies. This means that the IFT will continue to have the power to grant concession titles and assign radio spectrum.
According to the DOF, the Executive will have three months to prepare the secondary laws, but analysts have warned that this could take longer.
While the new operating mechanisms are issued, the IFT will face complex circumstances next year. It will have to regulate with a cut of 70% of its budget, whose movement puts in trouble the constitutional powers it still holds and even its operation to continue carrying out investigations and pay the salaries of almost 1,400 positions.
