Seminar on data disaggregation using estimation techniques in small areas in Uruguay

Background

Implementing the Sustainable Development Goals (SDGs) requires addressing the challenge of “leaving no one behind” and overcoming inequalities. This challenge is expressed in the need to have disaggregated data for population groups of interest and various geographic areas. As an example, the first SDG indicator, the proportion of the population below the poverty line, should be disaggregated by sex, age group, employment status and geographic location.

The growing need for disaggregated statistics for specific geographic areas and small population subgroups can be adequately met by small area estimation (SAE) procedures, which make it possible to generate accurate information beyond the limitations of traditional inferences based solely on data. household surveys.

Several countries have begun to use SAE techniques to provide official poverty statistics and other relevant indicators, by integrating the surveys with other data sources, such as population and housing censuses, administrative records and satellite images, to carry out estimates at the municipal level.

In order to spread the potential of these methodologies to multiple government and academic actors, the Statistics Division of ECLAC has proposed holding national seminars, with the project “2124Q: Inequality: Innovative approaches for examining inequality through integration of different data sources in Latin America and the Caribbean”. This activity complements the support for the installation of national capacities for the adoption of estimation methodologies in small areas, through courses and direct technical assistance.

Goal

The objective of the seminar is to present an overview of the potentialities of integrating data from various sources and the possibilities offered by estimation methodologies in small areas for the production of disaggregated estimates. For this, there will be general presentations of the methodologies and practical experiences at the international and national level.

Target audiences

The seminar will bring together the entities that make up the National Statistical System, as well as academic researchers, whose work is related to the production or use of statistics for specific groups of the population and may benefit from the adoption of new procedures to estimate indicators at the subnational level.
