PROPOSED ANNOTATED INDEX OF THE ACTION PLAN ON HUMAN RIGHTS DEFENDERS IN ENVIRONMENTAL ISSUES IN LATIN AMERICA AND THE CARIBBEAN

OF THE COORDINATORS OF THE AD HOC WORKING GROUP

The First Meeting of the Conference of the Parties to the EscazĂș Agreement (COP1) that was held in Santiago from April 20 to 22, 2022, in its Decision I/6 agreed to establish an open-ended ad hoc working group on women defenders and human rights defenders in environmental matters (Working Group or Group).

The Working Group currently carries out its function under the leadership and coordination of Chile, Ecuador and Saint Kitts and Nevis. The main task of the Group, according to the Decision, is the preparation of an action plan on the matter (Action Plan or Plan), to be presented at the second ordinary meeting of the Conference of the Parties for its consideration and approval (2024 ).

The document submitted for consultation is a preliminary annotated index proposal that has been prepared by the coordinating countries of the Working Group. As inputs in its preparation, the coordinators considered the text of the EscazĂș Agreement, its implementation guide prepared by ECLAC, the proposals presented and inputs results at the first Annual Forum on human rights defenders in environmental matters held on November 22 and 23, 2022 in Quito.

Consultation modality

The coordinators of the Working Group make available to the public a survey whose objective is to record in a systematic and orderly manner the comments and observations of the public on the proposed Annotated Index of the Action Plan. This survey will facilitate the systematization of all the proposals received, as well as their subsequent review and analysis.
