He President Gustavo Petro and his cabinet of ministers just signed the decree State of Economic, Social and Ecological Emergency for the department of La Guajirajust as it had been announced last Saturday.
EL TIEMPO was first introduced to the articles that are part of the decree:
– Article 1. Declare a State of Economic, Social and Ecological Emergency in the department of La Guajira, both in urban and rural areas, for a term of thirty (30) days, counted from the effective date of this decree.” , reads the document.
– Article 2. The National Government will exercise the powers and obligations referred to in article 215 of the Political Constitution, Law 137 of 1994 and the other provisions required to ward off the crisis.
– Article 3. The national Government will adopt through legislative decrees, in addition to the measures announced in the considering part of this decree, all those additional measures necessary to ward off the crisis and prevent the spread of its effects. Likewise, it will arrange the budgetary operations necessary to carry them out.
