The United States is “committed to ensuring that AI technologies support respect for human rights and democratic values” and sees “key added value from the Council of Europe in this space,” a senior Biden administration official told the paper.
“This is the first one with any real teeth at a global level, and it brings together a very disparate set of nations,” British Technology Minister Peter Kyle was quoted as saying in the report.
The Council of Europe Framework Convention on Artificial Intelligence, which addresses human rights, democracy and the rule of law, was drafted by the Committee on Artificial Intelligence.
The Committee on Artificial Intelligence finalised the draft convention in March. The convention was subsequently adopted by the Committee of Ministers of the Council of Europe on 17 May and will be opened for signature in Vilnius on 5 September.
New controls to advanced technology
The United States on Thursday published new controls on advanced technology, including quantum computing, in line with restrictions imposed by its international partners.
In addition to quantum computing, the controls affect advanced semiconductor manufacturing technology, additive manufacturing products and gate all-flash field-effect transistor (GAAFET) technology, according to the Federal Register post.
“Today’s action ensures that our domestic export controls keep pace with rapidly evolving technologies and are most effective when we work in collaboration with international partners,” said Alan Estevez, U.S. Under Secretary of Commerce for Industry and Security.
Other countries, including the United Kingdom, have already published similar controls.
