Peruvian Comptroller General detects alleged imbalance in President Boluarte’s assets

Peru’s Comptroller General has detected an alleged financial imbalance of President Dina Boluarte, who declared fewer accounts than were detected in the financial system.

The head of the agency, Nelson Shack, said that the president was notified of this on July 1, but he said that ten days later she learned of a bill issued by the government that cuts the budget and functions of the Comptroller’s Office.

“In fact, through all the operational and analytical capacity that the Comptroller’s Office now has, it has detected that the President has declared fewer accounts to the Comptroller’s Office than we have detected in the national financial system and this has led to an alleged financial imbalance, and this has been communicated to the President on July 1 and 10 days later this bill appears,” he said.

In May, the Attorney General’s Office filed a constitutional complaint against Boluarte for corruption and is investigating her for alleged crimes of illicit enrichment after it became known that she received luxury watches and jewelry from a governor.

The Presidency denied that there was “any financial imbalance in the accounts of the Head of State” and stated that “what is currently taking place is only an audit procedure.”

“There is no report from the Comptroller’s Office that indicates any financial imbalance in the accounts of the Constitutional President of the Republic. What is recorded is a specific audit procedure of the sworn declarations, which is in process and within the time frame established by the regulations,” said the spokesman for the Presidential Office, Fredy Hinojosa, at a press conference on Tuesday.

He pointed out that this inspection procedure is regular in the State and has a period of 76 working days, which is currently within the period.

The Comptroller’s Office, Hinojosa said, forwarded some observations to the head of state for clarification.

“These observations, which are within the legal term, will be answered by the president and refer specifically to two aspects: the president’s income is fully accredited and is consistent with her expenses,” he stressed.

Boluarte has other ongoing investigations, one of them and the most recent for alleged personal cover-up and abuse of authority after his government deactivated an elite police group that helps a group of prosecutors investigating the president’s entourage.

She is also under investigation for money laundering received during the presidential campaign that brought her predecessor Pedro Castillo (2021-2022) to power, of whom Boluarte was vice president.

Boluarte came to power in December 2022 following the dismissal and arrest of Castillo, who attempted to dissolve Congress to avoid a recall vote against him.

At the end of 2023, the Attorney General’s Office also filed a complaint against the president for aggravated homicide and serious injuries before Congress, but that complaint would not prosper, according to the law, until the president leaves office.
