COURSE OBJECTIVES
The course seeks to provide the participants with the conceptual and practical foundations of the open State paradigm. This is a course in which students will have the opportunity to learn about the notions that support public policies, programs and projects that seek to promote the construction of open societies.
At the end of the course, it is expected that the participant will be able to apply the knowledge learned to the formulation of proposals for government transparency initiatives, citizen participation and collaboration between government and citizens, which are appropriate to their territorial context and work environment. ; and contribute to sustainable development in their cities, regions and/or countries.
COURSE METHODOLOGY
The Course has a total of 60 academic hours (20 virtual hours and 40 face-to-face hours), which will be developed as follows:
virtual stage
It lasts for 20 teaching hours spread over three weeks through the Moodle distance learning platform. In this phase, the participants will become familiar with the basic concepts of the course by observing interactive presentations, participating in exchange forums and carrying out practical group work in which they will apply the concepts learned and improve them in the face-to-face phase. . At the end of the module, the tutor will inform the student of its status (approved / disapproved) along with feedback on their final work.
face-to-face phase
It lasts one week, 40 academic hours. During this phase, master classes will be given that will contribute to the workshop work that will be done in groups. The objective of this phase is to work on a specific commitment/project (it can be the same work done in the virtual phase), which must incorporate the principles and axes of an open government and must be applicable in an institution/organization.
At the end, the participants must present the result of their project.

If it is the first application to an ILPES/CEPAL course, the first step will be to register in the system, attaching to your application your Curriculum Vitae and a signed letter of endorsement from your institution, reflecting the importance that the training activity has for that institution. grade. This marks the beginning of the selection process of the candidacies that will be received until the Friday, September 23, 2023. Information received after this date will not be considered in the selection process. Between September 25 and 29, 2023, confirmation of acceptance to the course will be sent via email to those who have been selected, by the selection committee. People who have received this email must confirm their participation in the course before Monday, October 16, 2023.
Non-confirmation of participation will give rise to integrating more applicants who meet the requirements to participate in the course.
