COURSE OBJECTIVES
General objectives
The central objective is to promote the strengthening of public management for the formulation and implementation of Government/Open State strategies, greater transparency and collaboration in the exercise of government and greater participation of citizens in public affairs.
Learning objectives
• Strengthen the management capabilities of public administrations in the region through the provision of knowledge and tools for Open Government applicable to their own realities.
• Present the conceptual and practical bases that support the design, implementation and development of Open Government policies in different countries around the world.
• Offer knowledge, information, experiences and good practices on key Open Government issues that allow the development of project proposals that result in greater transparency, collaboration and citizen participation
in the administrative management of the State.
• Provide practical tools and methodologies to apply to an initiative (Strategy, policy, plan, program, project) based on the principles and axes of an open Government/State.
COURSE METHODOLOGY
The Course has a total of 60 academic hours (20 virtual hours and 40 in-person hours)which will be developed as follows:
Virtual phase (Moodle Platform | October 16 – November 13, 2024) It lasts 20 teaching hours spread over four weeks through the Moodle distance education platform. In this phase, participants will become familiar with the basic concepts of the course through observation of interactive presentations, participation in exchange forums and carrying out individual practical work in which they will apply the concepts learned and that they will perfect in the face-to-face phase. . At the end of this phase, the tutor will inform the student of her status (approved/failed) along with feedback on her final work.
In-person phase (ECLAC Mexico Headquarters | November 25 to 29, 2024) It lasts one week, 40 academic hours and will take place at the ECLAC Subregional Headquarters in Mexico City. During this phase, master classes will be given that will contribute to the workshop work that will be done in groups. The objective of this phase is to work on a specific commitment/project (the group will choose one of the initiatives developed in the virtual phase), which must incorporate the principles and axes of an open government, complementing said initiative with new elements such as the application of a citizen participation strategy, the identification of open data to be published, the link with the goals of the Sustainable Development Goals of the 2030 Agenda, among other practical activities. At the end, participants must present the result of their project to the rest of the participants.
