The United States celebrates the capture of the historic Mexican drug trafficker Rafael Caro Quintero, founder of the Guadalajara cartel and accused of violent drug trafficking crimes and especially the kidnapping and murder of a DEA agent in 1985. A historic Mexican drug trafficker, who is among the ten most wanted fugitives by the United States, was arrested on Friday, July 15 in Mexico, and Washington has requested his extradition. Rafael Caro Quintero was detained by Navy agents in the northern state of Chihuahua.
Rafael Caro Quintero, 69, was on the FBI’s 10 Most Wanted list for the 1985 kidnapping, torture and murder of US Drug Enforcement Agency (DEA) agent Enrique “Kiki” Camarena in Mexico, according to the FBI. Washington had offered $20 million for his capture.
The United States Department of Justice welcomed his arrest Friday night and requested his extradition to the United States. “There is no place to hide for those who kidnap, torture or murder United States law enforcement officials,” Secretary Merrick Garland said in a statement.
The Mexican was a founding member of the first major drug cartel, that of Guadalajara (south), in the late 1970s. “He maintains an influential position in the Sinaloa cartel and in the Caro-Quintero drug trafficking organization,” said the FBI. He was arrested for the first time in 1985, tried and sentenced in Mexico to 40 years in prison. A judge released him in 2013 on a legal technicality. Shortly after, the Mexican justice returned to request the capture of him.
“I was at the crime scene, that’s my only involvement.”
The United States had also requested his arrest and extradition for the kidnapping and murder of “Kiki” Camarena and for drug trafficking. “I did not kidnap him, I did not torture him, I did not kill him,” he defended himself in a clandestine interview with the weekly Proceso in July 2016. “I was at the crime scene, that’s my only participation.”
Rafael Caro Quintero is one of the protagonists of the Narcos México series, which details the formation of the Guadalajara cartel, the DEA’s secret war in Mexico, and the arrest, torture, and murder of Agent Camarena. The head of the Guadalajara cartel, Miguel Ángel Félix Gallardo, has been in prison since 1989 for the murder of Kiki Camarena. He denies his involvement.
