Mexico’s Chamber of Deputies partially approves the ruling for the National Guard to be incorporated into the Ministry of Defense

( Spanish) – The Mexican Chamber of Deputies approved on Thursday the ruling that reforms various articles of the Constitution, which proposes the affiliation of the National Guard to the Ministry of National Defense (Sedena).

With 362 votes in favour, zero abstentions and 133 votes against, the plenary approved the project in general after more than five hours of discussions. The details of the bill must still be debated in this chamber and then sent to the Senate for analysis and voting.

The initiative was sent by the Federal Executive to the Congress of the Union on February 5, along with twenty constitutional reforms.

In May 2019, Mexico established the National Guard as its main public security institution, under the civilian control of the Secretariat of Public Security and Citizen Protection. Since its creation, this institution has been singled out by some human rights organizations for operating in an increasingly militarized manner and for the fact that a large number of its members come from the Army or Navy.
