Marcelo Ebrard Casaubon participated in the third day of the high-level debate of the UN General Assembly to underline the stoppage of Security Council before the conflicthighlighting their inaction to put an end to the armed aggression and direct a diplomatic process in search of a peaceful and negotiated solution.
The Council, continued the Mexican foreign minister, has also failed to secure the necessary supply of assistance nor has it fully supported the work of the General secretary of the UN and other actors to unblock Russian and Ukrainian grain and fertilizer exports.
Bringing the parties closer to peaceful settlement mechanisms
“For these reasons, the President of Mexico, aware of the individual and collective responsibility that we have, proposes that a delegation or Caucus of Heads of State and Government encourage and accompany the efforts of the Secretary General, to promote confidence-building measures between the Russian Federation and Ukraine that make it possible to generate the conditions to bring the parties closer to the mechanisms for the peaceful settlement of disputes indicated by the United Nations Charter”, he raised.
Ebrard explained that the intention is to create a diplomatic channel that complements to those that already exist to interact with the parties in conflict, reduce tensions and channel mediation.
This delegation would be made up of Secretary General António Guterres, the Prime Minister of India Narendra Modi, and Pope Francis. among other world leaders.
Mexico has already presented its proposal to the parties involved and will continue to make the necessary consultations “for the sole purpose of being able to contribute, as an impartial actor and in good faithto generate the widest possible support for the efforts and good offices of the Secretary General and the Caucus, whose formation we hope will proceed, with the support of the UN Member States”, said the foreign minister.

Ebrard attributed the paralysis of the Security Council to the abuse of “misnamed” right of veto by some of its permanent members.
He recalled that his country, together with France, has promoted an initiative that asks the permanent members refrain from resorting to the veto in situations of mass atrocities. The project has so far received the support of 106 States.
In addition, Mexico and 83 other states promoted a mechanism for accountability by which the General Assembly is urged to hold an emergency session every time a veto is registered in the Security Council and to invite the authors of that veto to explain their position, indicated the head of foreign relations of the North American country.
“It is now time to decide if we want to take the subsequent steps to prevent the system from continuing to paralyze in the face of the massive suffering of people,” he added.

To finish, Marcelo Ebrard stressed that the door to political dialogue cannot be closed and diplomatic negotiation.
“Current international tensions are not going to be resolved by force. We must ensure political understandings and mechanisms of trust building. Yes, restoring trust is one of our biggest challenges,” she added.
In this regard, he expressed his country’s conviction that the UN remains a unique tool of the international community for the peaceful resolution of conflicts and progress towards sustainable development.
