Government publishes final specifications for the La Dorada – Chiriguaná PPP

“The La Dorada-Chiriguaná Public-Private Partnership (PPP) is the backbone of the railway reactivation that will promote the intermodal and logistics efficiency strategy, reducing freight transport costs by up to 20% and making the most of its complementarity with road, airport, river and port modes.”This was confirmed by the National Infrastructure Agency (ANI) in the publication, this Monday, of the final specifications for carrying out the PPP.

As they explained, through this project, which was structured with the leadership of the national government, 32,000 direct and indirect jobs will be created, 37,000 tons of CO2 will be reduced per year and will benefit 400,000 people from 25 municipalities that share the railway corridor.

“The railway reactivation went from being a plan to a reality. La Dorada-Chiriguaná is the first railway PPP in which national and international interested parties can now submit their proposals, which will allow for a more efficient connection of the ports of the Caribbean region with the center of the country, reducing logistics costs and polluting emissions,” said Francisco Ospina Ramírez, president of the ANI.

The selected contractor will have to carry out the rehabilitation of the railway line and the construction of an administrative building, an operations control center, two workshops for train maintenance and a cargo transfer centre. In addition, it will have to carry out maintenance and repair of the rolling stock.

Among the most important social works is the construction of the vehicular and pedestrian bridge over the Sogamoso River in the municipality of Puerto Wilches and Barrancabermeja, and the relocation of two Educational Institutions, Santo Domingo and San José, in Cimitarra.

After resolving the observations by the interested parties, the National Government published the final specifications in Secop I with the preliminary studies, technical annexes and other documents of the process, so that interested parties can submit their offers before November 14, 2024, and the contract will be awarded or declared void in December 2024.

It is worth remembering that the railway corridor crosses the municipalities of La Dorada (Caldas); Sonson, Puerto Triunfo, Cocorna, Puerto Nare and Puerto Berrio (Antioquia); Cimitarra, Puerto Parra, Simacota, Barrancabermeja, Puerto Wilches, Sabana de Torres and Rionegro (Santander); San Alberto, San Martin, Aguachica, Gamarra, La Gloria, Pelaya, Pailitas, Tamalameque, Chimichagua, Curumaní and Chiriguana (Cesar).

The La Dorada-Chiriguaná corridor went from transporting 89,336 tons in 2022 to 182,810 tons in 2023.
