Government issues decree direct transfer of UPC for contributory health regime

After the Ministry of Health will present a project of Decree 0489 of 2024through which the Adres would begin to transfer resources, corresponding to capitation payment units and maximum budgets, directly to hospitals and clinics, This Wednesday its shipment was confirmed.

The direct shift is not new in the national health system. In the operational state of the subsidized regime it represents close to 50% of current payments.

It is worth mentioning that the State currently transfers the UPC directly to the EPS so that they can make payment to all providers in the health service chain, including suppliers of pharmaceutical supplies, pharmaceutical managers and clinics and hospitals.

With this new entity, the Government will now direct the money directly to all those institutions that provide health services.

In the case of subsidized regime, will continue to operate as it currently does: about 80% of the expenses will be focused directly on these EPS. However, in the case of contributory regimethis measure will only apply to those EPS that have poor management of assets and do not have adequate technical reserves.

According to the new decree, The measure of direct transfer of resources from the UPC will be valid for the contributory regime in three conditions:

1. When the EPS do not meet the appropriate equity indicator.

2. When the EPS are under special surveillance, intervention or liquidation by the National Health Superintendency.

3. When the EPS voluntarily want to use the direct rotation mechanism.
