Basically, Google wants to optimize devices for Android TV as much as possible, improving the experience with a minimum amount of memory.
Specifically, devices should have 1 GB of RAM for 1080p output and 1.5 GB for 4K output. It is worth remembering that Google TV requires 2 GB of RAM.
In this way, Google seems to be that, by making this adjustment, it wants to keep Android TV as an option for very low-end devices, unlike Google TV, which is more focused on mid-range and high-end devices.
