He National Council for Evaluation of Social Development Policy (CONEVAL) is a decentralized public body, with legal personality, its own assets, technical and management autonomy, whose purpose is to regulate and coordinate the evaluation of Social Development Policies and Programs executed by public agencies, as well as to establish the guidelines and criteria for the definition, identification and measurement of poverty, guaranteeing transparency, objectivity and technical rigor in said activity.
Among the functions of CONEVAL is to develop guidelines, methodologies, standards, models and evaluation instruments, meeting criteria of reliability, validity, relevance, transparency and representativeness, seeking to promote and strengthen the culture of evaluation in all areas related to the policy of social development, for which it carries out studies and research on the subject, as well as courses, workshops and seminars on a permanent basis, for the development and knowledge of techniques and methodologies for evaluating and measuring poverty.
To carry out its functions, CONEVAL since 2008 has received technical cooperation from the Economic Commission for Latin America and the Caribbean (ECLAC) through the Latin American and Caribbean Institute for Economic and Social Planning (ILPES), in the preparation of methodologies, seminars and courses on the design and management of public policy, evaluation of social policies and programs, and construction of performance indicators.
On this occasion, both institutions co-organize this seminar, whose aim is “Promote, among decision makers and public officials of the new administrations, the best practices available in the use of evidence during the strategic planning process, as well as strengthen their capacities in evaluation and monitoring as essential tools for the informed decision making.
The topics that will be addressed in this seminar from November 11 to 15, 2024, are divided into 4 thematic axes: planning, diagnosis and design, evaluation, and implementation and monitoring.
The seminar, to be carried out throughout the week, includes sessions where the topics that guide each of the thematic axes will be reflected on, including the presentation of national and international good practices, as well as practical sessions to address in detail the methodologies and tools available in each of the themes.
The ILPES, in addition to participating in the organization of the seminar, will inaugurate the activities with the Keynote Conference “Strategic Planning: regional overview and future challenges” on Monday, November 11 from 11:00 a.m. to 12:30 p.m. This will be presented by the Deputy Executive Secretary of ECLAC, Javier Medina Vásquez.
Also on November 11, ILPES organizes a workshop called “Transversal approaches in the evaluation of public planning instruments.” This activity is scheduled from 4:00 p.m. to 7:00 p.m.
