The Nationally Determined Contributions (NDC) have become one of the key climate tools for countries, through which they define the actions and strategies that will allow them to advance in decarbonization and sustainable transformation. In this sense, their knowledge and analysis is essential for transparency, a line established in the Paris Agreement, as well as for the involvement of the various actors in society in measuring progress in implementation and accountability.
For this, the fourth edition of the LEDSenLAC report, which incorporates the advancement of twenty-seven countries in the region Regarding the implementation of the first generation of NDCs and on the content and characteristics of the second generation of NDCs (presentation of new or updated NDCs), it presents the analysis of the quality of progress and the integration of climate goals with the frameworks. broader national and sectoral planning. It is a useful document, supporting professionals, technicians and decision makers who promote climate action in Latin America and the Caribbean.

To integrate all the objectives of the LEDSenLAC 2022 report, a conceptual framework which was based on the methodological work of the previous report and redefined the grouping of components taking as inspiration the evaluation approach of the NDC of the initiative “UNDP Climate Promise” and the Climate Action Enhancement Package (CAEP) framework of the NDC Partnership Platform. In the same way, the conceptual framework incorporates aspects of different articulation dimensions that are considered important to implement the NDCs, collecting and redefining key aspects of the approach of the Thematic Study Advances in Climate Action in Latin America: Nationally Determined Contributions to 2019 by Euroclimate
The report has the support of the Inter-American Development Bank (IDB), the United Nations Development Program (UNDP) and the EUROCLIMA program, through the Economic Commission for Latin America and the Caribbean (ECLAC) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
The information contained in this report is also incorporated into the platform NDC LACof the Euroclima initiative “Dialogue between Peers to promote the implementation of the NDCs of Latin America and the Caribbean”, a virtual platform that allows viewing information on the progress in the implementation and updating of the NDCs of the countries of the region.
The implementation experience
The report was presented through an online event, which, after a brief presentation of the content and main findings of the report, included the interventions of Ligia Castro, Director of Climate Change of the Ministry of Environment of Panama and Sandra Briceño, Head of the Department of Climate Finance and Means of Implementation, of the Climate Change division of the Ministry of the Environment of Chile, who presented the experiences and challenges in the implementation of the NDCs in their respective countries. Both highlighted the importance of monitoring the goals established in national climate action and the challenges in measurement, identifying this type of tool as a key contribution to this.
The event was followed by a discussion panel, with the participation of Raúl Delgado, Specialist in Climate Change and NDC investment from the Inter-American Development Bank, Jimy Ferrer, Economic Affairs Officer of the Climate Change Economics Unit of the Economic Commission for Latin America and the Caribbean (ECLAC), and the moderation of Paola Vasconi, GIZ Senior Regional Advisor for Climate Governance. In this space, the advances of national commitments to face the climate and ecological crisis were highlighted.
