First Meeting of the Online Seminar Series: "Towards Sustainable and Inclusive Tariff Regulation in El Salvador

On May 13, the first session of the Online Seminar series “Towards sustainable and inclusive tariff regulation in El Salvador” was organized. These seminars are carried out as part of the national technical assistance in the ROSA project. The session was attended by representatives of various national counterparts, such as the Salvadoran Water Authority (ASA), the National Administration of Aqueducts and Sewers (ANDA) and the Ministry of Tourism.
The Online Seminar, led by Ms. Silvia Saravia Matus, Economic Affairs Officer of the Water and Energy Unit of the Natural Resources Division of ECLAC, and her team of experts, aimed to provide tools that promote the development of a more sustainable and inclusive regulatory and tariff system in El Salvador, addressing the country’s specific challenges and opportunities in this area. Throughout four sessions, which will be organized during the months of May and June 2024, a detailed analysis of the technical and theoretical aspects of tariff regulation will be carried out and its application in the Salvadoran context will be explored.
During the first session, entitled “Conceptual bases in the regulation of water and sanitation”, Mr. Diego Fernández, Senior Expert of ECLAC, and Mr. Alfredo Montañez, Expert of ECLAC, presented the different fundamental conceptual aspects in the regulation of water and sanitation services, with regional and global examples.

During the event, different tariff regulation mechanisms were explored and the processes for defining tariffs were presented, highlighting the key aspects to design a more efficient and sustainable tariff system. In the end, the differences between setting and reviewing rates were highlighted, underlining the importance of implementing knowledge appropriately, considering the size of the provider.

The session sparked great interest in the audience, generating numerous questions and interesting conversations that highlighted the importance and need for this type of event.
