The senior official of the Madrid City Council Elena Collado, responsible for buying medical supplies from commission agents Luis Medina and Alberto Luceño during the first weeks of the pandemic, has been chosen by the president of the PP, Alberto Núñez Feijóo, as the new head of training in terms of Efficiency and Modernization of the Public Sector.

The Anti-Corruption Prosecutor’s Office calculates that of the 16 million disbursed by the Madrid Administration, more than 4 million, all of them from public coffers, were lost because they were defective material. Another six million went to the pockets of Luis Medina (one million) and Alberto Luceño (six million). For both, Collado proposed “several medals” for, he wrote, having “renounced commissions”, as stated in emails attached to the cause.
Elena Collado is a senior official who has always been linked to the Popular Party. She reached the Secretary of State for Public Function at the time of Cristóbal Montoro in the Ministry of Finance and currently she continues to serve as general coordinator of Budgets and Human Resources in the José Luis Martínez-Almeida City Council. Collado has worked at all times to disassociate the alderman and his direct boss, the Treasury delegate, Engracia Hidalgo, from any responsibility in the mask case.
In a statement made public this Sunday, the PP announces that the national leadership will propose this Monday to the National Executive Committee appointments in different deputy secretaries that come from different regional areas of the party. This is it, says the PP; “the best way to be in permanent contact with all Spaniards”. Collado integrates the Madrid quota and will be under the orders of the Deputy Secretary of Economy, Juan Bravo.
Collado is a key player in the mask case, although the judge has refused to grant her the status of being investigated, as popular accusations requested. The Anti-Corruption Prosecutor’s Office was investigating the alleged scam in secret for 17 months, until elDiario.es revealed the investigation proceedings and filed a complaint with the courts. The accused continue to be Luis Medina and Alberto Luceño.
Those secret and armored investigations of the Prosecutor’s Office took a turn after Collado’s statement, who convinced the prosecutor Luis Rodríguez Sol that the City Council had been deceived by the brokers Medina and Luceño and that there was no influence peddling in the mediation of cousin of the mayor in which the commission agents came to her to make their offer.
Already in the investigation phase, Collado testified again as a witness. Mayor Martínez-Almeida went so far as to ensure that he would leave the City Council before his collaborators, including Collado, had to leave him.
Despite the fact that Anticorruption had requested documentation from the City Council in 2020 and Collado had declared in the Anticorruption Prosecutor’s Office, Mayor Martínez-Almeida assures that he found out about his cousin’s participation when elDiario.es revealed the investigation, on March 31, 2022. On March 23, 2020, Collado wrote a message to Matilde García Duarte -Mayor Almeida’s right-hand man- in which he stated: “Our suppliers Luis Medina and Alberto Luceño (who has companies in China but is from Madrid) who should be give several medals, they are taking care of the ‘big’ part of our needs and have waived all kinds of commissions”.
