The health situation of the country’s teachers seems to continue to worsen now that the Anif Economic Studies Center, He described the new health model agreed upon by Government and Fecode actors as a failed pilot.

According to Anif, the new model has been a failure, since one of the reasons for the change was the number of complaints presented to Fomag, however, Since the entry into force of the current system, more than 2,100 complaints have been registered by users.
That is, more than 110 daily complaints associated mainly to the cancellation of appointments and surgeries and the interruption of delivery of vital medications for diseases such as diabetes, HIV and cancer, to name a few.

“The improvisation and eagerness to implement this pilot plan worked against it, so much so that the day before the start of the model, Fiduprevisora did not have the contract with the IPS ready, nor the auditor for this issue. The trust is now in charge of hiring more than 7,000 providers, exceeding its administrative capacity”, they assure.
Now, another focus that the Study Center plans is the precautionary measure that Supersalud imposed on Fiduprevisora, which seeks to eliminate barriers that may affect patient care, however, they indicate that “The limited competence that the control entity has over an entity of a financial nature must be considered.”.

And although Fiduprevisora starts from a financial nature, now its role is to assume a system as if it were an EPS, a fact that goes beyond its functions. They add up the increases that the teachers’ health system may have, taking into account that, with the circular issued by the Governmentthe IPS will have to bill the services provided under the pay-per-view modality at the SOAT rate, so costs will skyrocket.
“Fomag users have been left in the middle of the whims of the executive and the role of the IPSwhich has generated fragmentation of services, interruption of treatments, longer waiting times for services and delivery of medications, and insufficient administrative capacity,” they point out.

According to Anif, the seriousness of the situation increases when evaluating how the users of the National Fund for Social Benefits of Teachers (Fomag) are distributed.
According to the figures, by the end of 2023, this fund had 818,960 members, with a prevalence of women and people over 50 years of age. So, When detailing the new affiliations to the system, 42,869 were added, of which 63.7% are concentrated in departmental and district education secretariatswhile the remainder is in the municipal secretariats.

“With that in mind, the new teacher health model, according to the government, is focused on promotion and prevention, guaranteeing greater coverage and effective enjoyment of the service. As the Government expressed in the reform presented to Congress, the new model seeks to eliminate intermediation in the provision of services”, they assume.
It should be noted that today the Minister of Health, the Minister of Education, the president of Fiduprevisora and the person in charge of Fomag were summoned for political control. However, This debate was postponed, taking into account that the head of the health portfolio, and the people from Fomag, did not appear at the summons.
