In 2020, the Economic Commission for Latin America and the Caribbean (ECLAC) and the Republic of Korea began a collaboration to improve national capacities to promote NbS in agriculture, within the framework of economic recovery and regional bioeconomic development. During 2021, the collaboration resulted in the development of a series of events and publications, which collected key information on how NbS are being addressed from food production in LAC. Topics of interest were identified, highlighting the importance of studying the incentives, policies and mechanisms for their promotion and escalation.
The implementation of NbS allows to develop a positive agricultural production with nature, being therefore of interest for the Ministry of Agriculture its inclusion in the incentives of the agricultural and forestry sector, in accordance with the guidelines and ministerial commitments. Additionally, the recently promulgated Framework Law on Climate Change offers a legal framework for the promotion and inclusion of NbS as part of actions for climate change, recognizing and paying for their co-benefits with the protection of biodiversity.
This meeting aims to promote a national discussion on feasible incentives for the promotion of NbS in agriculture. Although the work focuses on the sphere of public action, it seeks to collect the opinions of various actors from the productive, private and academic spheres. The specific objectives of the program are detailed below:
- Present the incentive analysis framework for NbS and their actions in agriculture.
- Identify opportunities and gaps in policies, regulations and investments in favor of NbS.
- Share ongoing NbS promotion experiences in the Latin American and Caribbean region and Chile in particular.
- Discuss how NbS can be enhanced based on the ministerial instruments and the required adjustments.
