The United Nations Economic Commission for Latin America and the Caribbean (ECLAC), through its Latin American and Caribbean Institute for Economic and Social Planning (ILPES), held on Friday, December 22, the workshop “Formulating Local Open Government Initiatives within the framework of the Alliance for Open Government”, in which he trained a group of public officials from the Illustrious Municipality of Maipú, one of the most inhabited communes in Chile, located in the Santiago Metropolitan Region.
The Municipality of Maipú joined the Open Government Alliance (OGP) in May 2022, whose objective, in its local chapter, is to promote openness in the institutions that interact most directly with its citizens. and citizens. With this, the municipality commits to co-create and implement an Action Plan that contains concrete, ambitious and co-created commitments with the citizenry.
The main objective of the workshop was to support the formulation of these commitments that, after a co-creation process of several months, will be part of the First Open Government Action Plan of the Municipality of Maipú. In this workshop, the four commitments that will be part of this Plan were reviewed based on the visualization of elements that allow a correct formulation of each initiative, taking into account the requirements and standards of the Alliance for Open Government.
Present at the inauguration of the workshop were Natalie González, Director of the Government Center of the Illustrious Municipality of Maipú, and Valeria Torres, Officer in charge of the Public Management and Open Government Area of ILPES/ECLAC. Both specialists highlighted the importance of the co-creation and implementation of Local Action Plans, since these play a fundamental role in promoting the active and sustained participation of citizens in the process of producing public value.
Valeria Torres highlighted that it is in the territory where the application of open government values allows to strengthen trust, dialogue and collaboration between different actors to achieve common welfare objectives.
Subsequently, the ILPES Open Government specialist, Alejandra Naser, gave a keynote address on Open Government/State and its impact on local governments. She showed the evolution of the entry of local jurisdictions from the global level to the local chapter of the Open Government Partnership and provided a roadmap for the co-creation of local plans.
In the second phase of the workshop, ILPES Open Government specialists Alejandra Naser and Verona Fideleff offered technical assistance to those responsible for each of the four commitments that will be part of this First Action Plan.
Finally, Natalie González and Cristian Chehade, OGP contact point in the Municipality of Maipú, thanked ILPES/CEPAL for the permanent support that is being offered to the Municipality in these matters.
