The countries of Latin America and the Caribbean have shown significant leadership and commitment in the negotiations of the new Kunming-Montreal Global Biodiversity Framework. Along these lines and with the purpose of strengthening its participation, the Chilean government was supported by the Economic Commission for Latin America and the Caribbean (ECLAC) in preparation for the fifteenth Conference of the Parties to the CBD.
The objective of the technical assistance provided by ECLAC was to provide technical support to strengthen national capacities and the country’s participation, as well as advance in the cross-sector construction of the country’s position and contextualize the national environmental authorities for their involvement in the segment high-level meeting at COP15.
The activities carried out over three months culminated in a workshop from November 23 to 25, 2022 that took place at the facilities of the Ministry of the Environment in Santiago de Chile. The activity was inaugurated by Marcia Tambutti, ECLAC biodiversity expert, and Diego Flores, head of the Biodiversity and Natural Resources Division of the Ministry of the Environment. The workshops were led by María Jesús Ovalle, ECLAC consultant, and in them, training sessions were held on the Convention on Biological Diversity, its subsidiary bodies, the implementation process of the convention at the national level, the working groups, the possible forms of involvement, negotiation strategies, Chile’s guidelines and Chile’s position on different issues of the framework. In addition, work groups were held to deepen the country’s position, working on topics considered a priority for Chile. The group work sessions concluded with an analysis regarding the country’s position regarding the different issues to be addressed at COP15, in relation to their consistency, feasibility or applicability in the national biodiversity strategy, from a design and implementation perspective. of public policies.
The workshop concluded with the presence of Jeannette Sánchez, director of ECLAC’s Natural Resources Division, and the Minister of the Environment, Maisa Rojas, who discussed the importance of adopting a new Global Biodiversity Framework, the challenges and the visibility that biodiversity requires and the commitment of both institutions with the implementation of the new agreement.
