During the Regional Water Dialogues in Latin America and the Caribbean, held by ECLAC between February 1 and 3, 2023, the project “Regional Network and Observatory for Water Sustainability, ROSA” was launched. The objective of the project is to strengthen the institutional and technical capacities of the countries of Latin America and the Caribbean to implement a sustainable and inclusive transition in water management. The foregoing, to promote better water policies and technical capacities to collect and use the indicators of SDG 6 (clean water and sanitation). During the launch, the five countries committed to strengthening regional and territorial water cooperation so that it is inclusive, intersectoral and action-oriented, with new incentives and multi-stakeholder alliances, adopting the principles of water valuation and seeking to accelerate and realign country trajectories for achieving SDG 6.

Prior to the launch, the first meeting of the project was organized at the ECLAC headquarters, on January 31. The meeting brought together ministers and authorities of the water and sanitation sector from Colombia, Bolivia, El Salvador, Panama, and the Dominican Republic to present the objectives of the project and identify the specific capacity development needs of the target countries. All the countries presented their priorities regarding technical assistance needs related to the pillars of ECLAC’s sustainable and inclusive water transition proposal and other points of interest. Various topics were highlighted, with a focus on the identification of indicators to measure the progress of the sustainable development objective 6 of water and sanitation; technical capacities on the links between the water, energy, food and ecosystem sectors; support for the adoption of the circular economy approach in the water and sanitation sector; in addition to matters of governance and institutional strengthening.
Based on this, ECLAC will generate capacity building sessions on specific topics that will be carried out within the framework of the project.
