October 23, 2024. Within the framework of the Buenos Aires Commitment of 2022, ECLAC and the member states reaffirmed their commitment to promoting the mainstreaming of the gender perspective in national statistical systems, considering an intersectional, intercultural and territorial perspective. In Chile, this effort is reflected in the tenth anniversary of the Gender Statistics Subcommittee (SEG), a key platform to strengthen an inclusive and representative statistical system of diverse gender realities.
During the event celebrating the tenth anniversary of the Subcommission, whose technical secretariat is in charge of the National Institute of Statistics and the Ministry of Women and Gender Equality of Chile, Karen García, Statistician of the Gender Affairs Division ( DAG) of ECLAC, emphasized the importance of regional statistical standards – such as the Classification of Time Use Activities for Latin America and the Caribbean (CAUTAL) and the Guide for the mainstreaming of the gender perspective in statistical production – to strengthen the capacity of states in monitoring gender equality. She stressed that spaces such as the Statistical Conference of the Americas and the Regional Conference on Women in Latin America and the Caribbean have been crucial to promoting the contributions of countries in the generation of these standards that favor the comparability and reliability of gender measurements. in the region, allowing disaggregated data to facilitate the analysis of gaps and challenges in various areas.
The United Nations professional highlighted the role of ECLAC in the development of methodologies and the construction of thematic frameworks, such as those found in the Montevideo Strategy (2016), which guide work in key areas in the different dimensions of women’s autonomy, including the use of time, unpaid work and political participation of women and gender-based violence against women. Likewise, he pointed out the importance of continuing to strengthen enabling environments such as the SEG, which allow the incorporation of the gender perspective throughout the governance structure of national statistical systems, which allows the coordination of producers and users of statistics to inform the design of public policies for equality and monitor their implementation. He highlighted the importance of this space in the dissemination of data in a coordinated and periodic manner, and its potential to address challenges such as the integration of various sources of statistical data that allow progress towards the society of care.
For their part, the Minister of Women and Gender Equality of Chile, Antonia Orellana, and the director of the National Institute of Statistics (INE), Ricardo Vicuña, agreed on the relevance of having a solid gender statistics system for nurture public policy and monitor international commitments. The Minister highlighted the role of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in strengthening the institutionality of these statistics, while Vicuña recalled that the SEG began with the participation of seven institutions and currently includes more than 30, which has allowed better coordination in the production of inclusive statistics and the development of tools to make inequalities visible in the country.
ECLAC has reaffirmed its commitment to the technical and methodological support of these advances, promoting the transformation of data into information, information into knowledge and knowledge into political decision. The SEG’s efforts have facilitated the consolidation of more than 80 indicators in areas such as work, health, education, gender violence and political representation, aligned with the Sustainable Development Goals. Over the years, the SEG has made progress in strengthening the system of indicators and the inclusion of key actors for economic autonomy in the country, contributing to making visible and addressing gender inequalities from a robust and inclusive perspective.
