Collaborative governance as a tool for sustainable development

As ECLAC has been suggesting, Latin America and the Caribbean currently faces three development traps: one of low capacity to grow; one of high inequality, low social mobility and weak social cohesion; and one of low institutional capacities and weak governance. Added to these are the challenges posed by climate change and the promotion of sustainable environmental development that meets the needs of the present generations without compromising those of the next generations.

These are multidimensional, structural and intertwined social challenges, marked by high uncertainty and with deep and diverse impacts. This is why these types of problems cannot be resolved unilaterally from sectoral perspectives, but, on the contrary, demand new collaborative governance approaches and innovative solutions that involve multiple actors and sectors.

To do this, collaborative multi-stakeholder innovation is required that recovers democratic values ​​and practices to face the complex challenges of the region and undertake the transformations necessary for sustainable development in the region.

In this context, this seminar seeks to examine and share experiences of collaborative governance and innovation around two major transformations necessary for the countries of the region to move towards a more productive, inclusive and sustainable future: digital transformation and the great push to promote sustainability and confront climate change.

It seeks to facilitate a conversation regarding how countries are managing the necessary transformations in these two issues, highlighting experiences of collaborative governance and the institutional capacities required to strengthen interaction and dialogue between state and non-state actors.

Dynamic

The meeting is structured in two moments. The first will be in the morning (from 9 a.m. to 2 p.m.) in which a discussion will be held on collaborative governance and innovation to address the challenges of climate action and digital transformation. A second moment will be in the afternoon, with a practical and purposeful modality that seeks to address the challenges analyzed in the first moment. The afternoon activity will take place in the offices of the Chilean Government Laboratory. Registration and program for this session will be made available soon. The objective is to propose new democratic and inclusive intervention frameworks and outline a roadmap to face the challenges, which will be reflected in a short document that the organizing institutions will prepare with the main messages of the conversation.
