Yesterday he National Administrative Department of StatisticsIka (Dane) presented the results of the Territorial Statistical Capacity Index (Icet)a multidimensional indicator that measures the conditions of the different territorial entities in the country in four dimensions: the institutional environment, infrastructure, statistical methodology, and accessibility and use of statistical information.

According to the figures presented by the entity, for the year 2021, departments that meet the best conditions They are Caldas, with a score of 85 out of 100, Cundinamarca (85), Quindío (79), Antioquia (77) and Risaralda (75).
“It is noteworthy how departments such as Caldas and Cundinamarca, which have the highest ‘score’ in the entire country, have a good rating in each of their dimensions, but it is the dimension of accessibility and use of statistical information that lowers them. the note, or in which you have to put more resources or attention”, highlighted the director of Dane, Piedad Urdinola.
According to Dane, statistical capacity is the set of skills, resources and institutional environment available to the actors of the data ecosystem, to produce and use strategic statistical information for their integral development.

This index is then used as a diagnostic and follow-up indicator, which identifies aspects of statistical capacity that require intervention. In this way, national and territorial entities can develop strengthening actions, aimed at improving production, and the use and dissemination of statistics.
Other departments with a positive result were Sucre (69), Boyacá (68) and Tolima (67).
Urdinola assured that the first “red” signs appear around position 10 on the list, with Valle del Cauca (67), which already shows a lower performance in areas such as infrastructure, but remains positive in others.
From elsewhere, the departments with the worst indicators are Caquetá (30), Córdoba (32), Putumayo (34), Amazonas (40), Vichada (40), Guainía (41), Chocó (46), Magdalena (46) and Guaviare (46).

But the Icet measurement not only took into account the departments, the indicator collected the results of 1,133 territorial entities in the country, and organized them into four groups. These are: the 32 departments, the main 20 citiesa report for 170 Pdet municipalities (Development Programs with Territorial Focus) and another 911 territorial entities, which make up the rest of the country.
With this approach, andhe Bogotá has the best resultwith a figure of 91 in its global indicator, and positive and favorable scores in all its components, in which the institutional environment stands out, with a score of 100.
By cities, the statistical capacity of Bucaramanga also stands out (80), Cali (80), Manizales (75) and Neiva (73). Although the global position of Tunja also registered a score of 73, this is not listed as highlighted by the Dane, since the indicator of accessibility and use of statistical information only reaches 40.
and between the cities with the worst scores among the 20 cities that take the measurement is Popayán, with barely 26 points out of 100. There, the indicator with the greatest lag is that of statistical methodology, with a figure of 15. Riohacha (41) and Sincelejo (50) are also at the bottom of the list.

A low statistical culture
As explained by the director of the Dane, ‘the average score at the departmental level in 2021 was 57 out of 100, while in the cities the territorial statistical capacity is at 63 points. If one looks only at the dimension of the Pdet municipalities, the index is 43 and for the rest of the country it is 46.
“The cities tend to have the best grades, the Pdet municipalities the worst, and the rest of the country and the departments are in an intermediate range.Urdinola explained.
At a general level, the official explained, “we are cracked”, if it is taken into account that these indicators are taken as a score out of 100, and only the cities “scrape by”. Urdinola concluded that there is very little statistical culture in the country and this indicator shows it objectively.
“This is worrying, but also an important capacity for improvement”assured the director of the Dane.

With this consideration, the result stands out, for example from Santander de Quilichao, which reaches a score of 84 in its total indicator, despite maintaining a lag in the access and use of statistical information.
Other outstanding Pdet municipalities are Chigorodó (79), Ataco (78), Puerto Guzmán (77), San José de Uré (77), Caucasia (77), Condoto (73), Condoto (73), Medio San Juan (73) and San Juan del César ( 69).
