Objective: presentation of work carried out by ECLAC on electromobility and financing and investments for the replacement of sustainable buses; and reflect on the main mechanisms to lift existing barriers. The proposal was to make substantive contributions in work meetings, facilitate a productive discussion of the topic and obtain feedback from the different national actors linked to the objectives of renewal of the electric bus fleet and the reindustrialization plan.
Participating entities: Ministry of Transportation (MINTRANSPORTE); Ministry of Commerce, Industry and Tourism (MINCIT); National Planning Directorate (DNP – Productive Development, Energy and Environment); Ministry of Environment; Ministry of Mines and Energy; FINDETER (Presidency and Credit Management); BANCOLDEX (Sustainable Development); World Resources Institute (WRI); German Cooperation (GIZ); Bogotá Mobility Secretariat (SMB); TRANSMILENIUM; Logistics and Transportation Cluster and Energy Cluster of the Bogotá Chamber of Commerce (CCB); ANDI Automotive Chamber (with General Motors, Renault, Hino, etc.); Association of insurance companies; Electromobility Association (Colombian retrofit companies); National Learning Service SENA); Sergio Arboleda University; De La Salle University; University of Valencia; ENEL and ENEL X operators.
Results: All institutions rated the results, discussions, conclusions and recommendations of the studies presented by ECLAC as being of very high interest and usefulness, indicating that the work carried out by the mission will form a substantive part of a CONPES document. The possibility of implementing the proposals in practice was widely debated and considered by the counterparts as a favorable mechanism both for the expansion of local capacities, as well as for the needs and challenges that the sector currently faces. The DNP will request technical assistance for the preparation of a CONPES related to the coordination of actors and procedures to promote the local construction and conversion of electric public transport vehicles. It is expected to receive a request for technical assistance channeled by MINCIT in support of its reindustrialization policy. (Request already received by ECLAC by 2024).
