At the end of the 65th Summit of Presidents, held on December 6, 2024 in Montevideo, the Argentine Republic assumed the Pro Tempore Presidency of the MERCOSURtransfer made by the Eastern Republic of Uruguay. It is exercised by the States Parties by alphabetical rotation on a semiannual basis, in accordance with what is established by the founding treaties of the bloc.
In this way, the president of Uruguay, Luis Lacalle Pou, transferred the Presidency with the usual handing of the gavel to the president of Argentina, Javier Milei, during the Summit of Presidents of the States Parties and high authorities of the Associated States.
“I want to take advantage of this opportunity (…) to expose the horizon of exploration that this organization will have, during our Presidency,” said President Milei when assuming the Argentine Pro Tempore Presidency (PPTA) before Mercosur.
“A regional common market is an instrument at the service of the economic development of its member countries. Countries form it freely with the objective that it yields a return – particular – to each one. It is not an unalterable imposition, it is a freely chosen instrument. That definition has to be the starting point of any analysis,” he pointed out.

The other presidents of the Mercosur States Parties participated, Luis Alberto Arce Catacora, for the Plurinational State of Bolivia; Luiz Inácio Lula da Silva, for the Federative Republic of Brazil, and Santiago Peña Palacios, for the Republic of Paraguay. The Summit was held in the emblematic Mercosur Building, located in the city of Montevideo, Uruguay, with the participation of high authorities from the Associated States.

On that occasion, the presidents reaffirmed MERCOSUR’s commitment to strengthening democracy, the rule of law and the respect and guarantee of human rights and reinforced the importance of the bloc’s broad and diverse agenda for regional integration that benefits all its citizens.
