China presented its peace plan for Ukraine in March, days after a visit to Moscow by Chinese President Xi Jinping. In April, Xi spoke by phone for the first time since the start of the invasion with his Ukrainian counterpart, Volodymyr Zelensky.
In this call, Xi already announced that he would send a government representative to engage in person talks with all parties and try to reach a “political solution” to the crisis.
