LACCW 2022 – Regional Dialogue. Consistency and articulation between the NDC and LTS, an opportunity for climate policy coherence

The countries of Latin America and the Caribbean are working on the formulation, implementation and periodic updating of their Nationally Determined Contributions (NDC) and on the preparation and implementation of their Long-Term Strategies (LTS), both within the framework of the Agreement on Paris. In principle, these instruments must be aligned, since the long-term vision of the LTS should inform short-term decisions and, at the same time, the NDCs can contribute to making the vision of the LTS a reality, demonstrating the commitment of a country to the short- and medium-term action consistent with long-term goals[1]. However, this alignment faces political and technical challenges.

Considering this situation, the implementing agencies of the Regional Collaboration project for transparency and compliance with the NDC and the generation of Long-Term Climate Strategies, of the EUROCLIMA+ Program, convene government representatives and other actors involved in the design and implementation processes. from these climate policy instruments, to a discussion on the challenges to ensure political coherence and transparency in the NDCs and LTS, especially in relation to the metrics applied to the monitoring of actions; access to financing; the incorporation of adaptation actions and their corresponding reflection in public investment; as well as clarity in addressing cross-cutting issues such as gender and just transition.

In the workshop, jointly organized by the United Nations Environment Program (UNEP), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the Economic Commission for Latin America and the Caribbean (ECLAC) and the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), as an event affiliated with the Climate Week in Latin America and the Caribbean, learning from the project and experiences of the countries of the region will be shared, as a basis for generating an active exchange between the participants, to identify lessons learned, solutions and opportunities to achieve climate planning consistent with and in service of climate objectives.
